If the classroom is shared by multiple instructors, you would need approval. If it is not, then you would not need approval.

Contact your department's academic scheduler or the building scheduler.
You can use 25Live to verify your academic section locations. Sections cannot double-book into a classroom in 25Live unless they have a shared flag. (Sections can be double booked in Colleague.)
